– How do you evaluate the results of the 1-year preliminary review of the implementation of Resolution 05 dated September 15, 2021 on the master plan for Covid-19 epidemic prevention and socio-economic recovery, sir?
It can be said that, after 1 year of implementing Resolution 05 dated September 15, 2021 on the master plan for Covid-19 epidemic prevention and socio-economic recovery, Ho Chi Minh City is continuing a strong recovery momentum, create psychology and trust for people and businesses to feel secure in investment, production and business. This is considered one of the “historic decisions” to help the city’s economy recover quickly during the epidemic.

Gross domestic product (GRDP) in 9 months of 2022 is estimated to increase by 9.71% over the same period; in which industry – construction (up 12.28%), trade – service (increase by more than 10%). In particular, budget revenue is estimated at nearly 350,000 billion VND (more than 90.5% of the estimate), an increase of nearly 28% over the same period.
– Can you tell more about the solutions that Ho Chi Minh City offered in the context of the very stressful COVID-19 epidemic at that time to bring success, sir?
As we have seen, at this time last year, the Executive Committee of the Party Committee of Ho Chi Minh City held the 8th meeting to give opinions on Directive No. 18 of the People’s Committee of Ho Chi Minh City, the Standing Committee of the City Party Committee gave its opinion on the socio-economic situation in the first 9 months of 2021. At that time, although many solutions were discussed, Ho Chi Minh City was still very worried because the socio-economic indicators in 9 months were low, negative growth, and only the budget reached 74% of the estimate. The difficulty is that, but the situation and responsibility and responsibility have forced Ho Chi Minh City to think further and be determined to implement with synchronous solutions.
In 9 months, tourism revenue reached more than 89,000 billion VND (up 126.5%), compared to the same period last year
And after 1 year of implementing Resolution 05 dated September 15, 2021, the results of Ho Chi Minh City are quite comprehensive and have been evaluated by the Party Central Committee, the Government, the National Steering Committee for Covid-19 prevention and control high, people recognize, agree and support. In the process of epidemic prevention and control, there were a number of violations and were promptly detected, dealt with strictly, and satisfactorily.
– Those are the socio-economic results achieved in 9 months. So, what are the next solutions that HCMC sets for the last 3 months of the year, sir?
In the last 3 months of 2022, the pressure for Ho Chi Minh City is great, still full of difficulties and challenges. Therefore, in order to catch up with the successes for the last 3 months of the year, all levels and sectors must focus highly to well implement the programs and goals set out. In which, programs and projects under 4 key programs, breakthroughs in the development of the city need to make more efforts to be successful.
And Ho Chi Minh City has determined that 2023 is a pivotal year, so it is necessary to select a number of key areas and contents to focus on speeding up, in which priority is given to speeding up the progress of investment projects to build infrastructure such as: Ring 3, Xuyen Tam canal, complete urban railway No. 1 earlier than planned, coordinate to speed up the construction of T3 terminal at Tan Son Nhat airport.
In addition, the units must focus on implementing unfinished contents such as promulgating regimes and policies to attract and treat high-quality human resources; stabilize the labor market; quickly remove barriers and obstacles, solve the problem of social housing and worker accommodation; improve service quality and satisfaction of people and businesses. Besides, continuing to consolidate, renew and develop the social security and protection system; quickly add resources to implement the sustainable poverty reduction program 2021 – 2025, and submit it to the People’s Council of Ho Chi Minh City at the October 2022 thematic meeting.
Currently, the city is preparing to summarize the Politburo’s Resolution No. 16 in 2012 on directions and tasks to develop Ho Chi Minh City until 2020, and Resolution 54 in 2017 of the National Assembly on piloting special mechanisms and policies. development enemy of Ho Chi Minh City. However, Ho Chi Minh City will not apply for mechanisms and policies according to the “specific” concept anymore, but will propose to the Central Government to choose Ho Chi Minh City as a place to pilot new mechanisms and policies. However, to achieve good results, the city needs to strongly promote the spirit of dynamism, creativity, dare to think, dare to do, dare to take responsibility, take advantage of every opportunity, and overcome challenges.
– Thank you Sir!
